Should tech support be kept in-house?

My cell phone is malfunctioning in many ways.  Top four problems: it no longer recognizes my fingerprint; I seem to have misplaced my AppleID, which together with the fingerprint recognition problem, makes it impossible to do many things; it does not sync properly with my laptop; and I have to retype my password many more times a day then is sensible.

So today I tried calling the main downtown Apple store, in the Toronto Eaton Centre, to make an appointment with a “genius”.  In the past, I have reached someone there, or perhaps in Toronto, or at least in Canada, who had some idea of the geography.  Today I first had to fill out a form on my cell phone, which wanted me to choose one its options with a canned support answer on the site.

Unsafe software

Most of the recent attention about risks arising from the use of digital technologies has focused on security, including concerns over data breaches and Russian election hacking; privacy, as revelations about misuse of Facebook data have accelerated in number; and AI, because we have become aware of life-or-death decisions that are increasingly being placed in the hands of bots and robots, as, for example, in their roles in autonomous vehicles and weapons.

Yet there are risks with other technology that we regard as mature and benevolent.  Consider, for example, software that assists pilots in guiding, stabilizing, and landing airplanes.  Most recently, these risks have become apparent in the case of the Boeing 737 Max.  There were two crashes with many fatalities, one in Indonesia in October 2018, the other in Ethiopia in early March 2019.

Deep fakes for manipulating elections

People generally agree that the Russians have for at least three years been election hacking, notably in the US 2016 presidential election, but also in other parts of the world, as well as in important votes such as the UK referendum on Brexit.  What happened in the US election was substantiated as early as in a January 2017 by a report from US intelligence agencies, and as recently as March 2019 by the Mueller Report.  These reports, and the landmark 2018 book Cyberwar by Professor Kathleen Hall Jamieson, assert convincingly that this interference did in fact help to elect Donald Trump.
